SEGIB and Instituto Camões close the first call for proposals for the Portugal-Latin America-Africa Triangular Cooperation Fund

Together with the Portuguese Secretary of State for Foreign Affairs and Cooperation, the Ibero-American Secretary General announced the second call for proposals for this Fund in April 2026.

The closing event for the first call for proposals provided an opportunity to highlight the results achieved, showcase the impact generated, and strengthen political and technical dialogue between Ibero-American and African partners. This meeting also promoted wider dissemination of these successful experiences and highlighted the urgency of fostering new alliances that continue the spirit of the Fund, promoting horizontal, sustainable, and mutually beneficial triangulations between both regions.

This important event gathered representatives from SEGIB, the Ministry of Foreign Affairs and Cooperation of Portugal, Camões I.P., representatives of the six projects approved under the Fund, as well as delegates from the diplomatic corps, guests involved in development cooperation, and other relevant actors.

During the morning session, the Fund’s second call for proposals was announced for April 2026. This second call will have €1 million available to promote projects in education, health, climate change, food security, digital transformation, and economic development, with a special emphasis on youth employment and vocational training.

The projects funded in the first edition involved a total of 11 countries on both sides of the Atlantic: seven Ibero-American countries (Brazil, Portugal, Argentina, Uruguay, Colombia, Peru, and Mexico) and four African countries (São Tomé and Príncipe, Angola, Mozambique, and Cape Verde).

The initiatives reflect the potential of Triangular Cooperation to provide real answers to shared problems in different parts of the world, by bringing together various actors from Ibero-America and Portuguese-speaking African countries (PALOP) and working on biodiversity and sustainability, training for health, education and cultural personnel, digital inclusion and the responsible reuse of resources.

During the afternoon session, a technical exchange was held to discuss the experience of the six projects during the formulation and implementation phases, considering administrative, operational, technical and strategic aspects. An open dialogue provided concrete inputs, which will be collated as lessons learned and shared with the Fund’s decision-makers, thus contributing to the preparation of the second call for proposals and suggesting improvements that will enhance the effectiveness of the instrument.
