SEGIB and the EU continue to strengthen their collaboration for a more effective bi-regional Triangular Cooperation
SEGIB is carrying out the analytical component of the ADELANTE 2 Program, which aims to develop analyses and studies on Triangular Cooperation (TC).

An internal technical workshop between SEGIB and the EU was held in Madrid, on March 6th and 7th, in order to share some of the main findings of the studies and instruments that have been prepared in the framework of the project “Generation of knowledge and new instruments for EU-LAC Triangular Cooperation”, which is part of the analytical component of ADELANTE 2, a strategic program to strengthen bi-regional cooperation.
This project takes advantage of Ibero-America’s experience in TC and explores the challenges and opportunities that the two regions have in key areas such as environment, AI and cooperation with other developing regions. Evidence shows that the creation of instruments, mechanisms and tools, i.e. strengthening institutional frameworks, is essential to make progress on this modality and its alignment with sustainable development. Hence, this new stage takes a step forward, from research to action, through the design of two instruments that would enable an improved TC for and with Indigenous Peoples and the promotion of Decentralized South-South and Triangular Cooperation focused on cities.

The workshop included presentations, in-depth analyses and debates between the ADELANTE 2 team, SEGIB and the technical teams in charge of the different studies and instruments. A special mention should be made of the reflection made by the European Commission on ADELANTE 2, as well as on the analysis made of this Program by the three teams that lead its components and promote this cooperation modality through different strategies (ADELANTE 2 Window, Triangular Cooperation Funds, generation of knowledge and instruments).

In the months leading up to the International Conference on Financing for Development (FfD4), to be held in Seville (Spain) in mid-2025, one of the sessions of this workshop was also dedicated to discussing the opportunities that promoting TC entails. It was also agreed that this modality is not intended to replace ODA, but can indeed complement it in certain areas.
In addition to sharing the progress of each of the studies and instruments, this technical exchange reinforced the relationship between SEGIB and the EU and enabled a deeper dialogue on how to strengthen bi-regional cooperation in a complex and challenging scenario.
