Notes for an Ibero-American Ecosystem of South-South and Triangular Decentralised Cooperation

This publication is the result of research efforts aimed at improving strategies for working with subnational governments, primarily large and medium-sized cities, so that Triangular Cooperation can help advance development ‘that leaves no one behind’.

The study aims to provide an analytical approach to cooperation at the subnational and local levels in the Ibero-American region from the perspective of South-South and Triangular Cooperation (SSTrC). The document presents the results of an exploration of attempts to systematise and define practices, followed by an analysis of strengths and weaknesses and some recommendations for the creation of a roadmap that will help to address one of the weaknesses of DC: the lack of criteria for its systematisation.
