Report on South-South and Triangular Cooperation in Ibero-America 2022

South-South and Triangular Cooperation to support post-pandemic sustainable development in Ibero-America: contributions and challenges 

This chapter, prepared by Ibero-American Heads of Cooperation, reflects on South-South and Triangular Cooperation in the post-pandemic context, on its contribution to prevent crises, to promote the region’s growth and to advance the achievement of the Sustainable Development Goals. It also analyzes how this cooperation supports Ibero-American partnerships for sustainable development and it sheds light on the potential of measurement and evaluation mechanisms to respond to development challenges. 

Ibero-America and Bilateral South-South Cooperation 

This chapter is dedicated to the analysis of Bilateral South-South Cooperation, modality under which almost 8 out of 10 initiatives were implemented in 2020-2021: it studies its evolution, countries’ roles, strengthened capacities and its contribution to the 2030 Agenda. Specifically, it analyzes how the multidimensional crisis caused by COVID-19 had an impact on the exchanges between Ibero-American countries, and also how these exchanges were adapted to the pandemic context without compromising the achievement of the 2030 Agenda and its principle of “leaving no one behind”. 

Triangular Cooperation in Ibero-America 

This chapter analyzes Triangular Cooperation initiatives carried out in Ibero-America: their evolution over the years and their main characteristics in the 2020-2021 biennium, a period marked by the COVID-19 pandemic. Among other things, it focuses on partners and associations, strengthened capacities, the sectoral profile of the most active stakeholders and initiatives’ alignment with the Sustainable Development Goals.

Ibero-America and Regional South-South Cooperation 

This chapter describes Regional SSC in Ibero-America in the 2020-2021 period, in a context defined by the need to respond to the COVID-19 crisis while progress continued to be made in achieving the 2030 Agenda. Among other aspects, it analyzes its evolution, the participation of different types of stakeholders, their partnerships and operational frameworks, the role of multilateral organizations, the main sectors and its alignment with the SDGs. 

Ibero-America and South-South and Triangular Cooperation with other regions 

This chapter analyzes South-South and Triangular Cooperation Ibero-American countries carried out together with those of other developing regions, focusing on the two most critical years of the pandemic. It contextualizes its evolution and then focuses on characterizing it in the 2020-2021 biennium. It also identifies the most active stakeholders and provides information on how partnerships between different regions aimed to combine the response to COVID-19 with the commitment to achieve the 2030 Agenda. 

Ibero-American countries’ South-South and Triangular Cooperation in 2020-2021 

Country Factsheets summarize the main data on South-South and Triangular Cooperation in which each of the 22 members of the Ibero-American space participated in the 2020-2021 period. They provide information on the modalities through which each country cooperates, the roles under which they carry out these exchanges, the partners with which they are most closely related, the sectoral capacities they mainly strengthened and the SDGs to which their cooperation could have contributed.
