Triangular Cooperation: global scenarios and regional opportunities
This publication presents an analysis of the results of the project ‘Knowledge Generation and New Instruments in EU-LAC Triangular Cooperation’, implemented in partnership between the Ibero-American General Secretariat (SEGIB) and the European Union (EU) to analyse and understand this form of cooperation within the bi-regional context.
Building on a review of the ADELANTE 2 Programme, the paper analyses the current state of bi-regional cooperation and the changes facing cooperation at the international level. It then cross-analyses the main findings from the project’s six products, identifying overlapping opportunities and challenges for triangular cooperation, for Ibero-America and for EU–LAC cooperation. It concludes with a proposal for possible future scenarios for the bi-regional cooperation model and puts forward a number of recommendations.
