Triangular Cooperation in science and technology networks

The guidelines of the Second High-Level United Nations Conference on South-South Cooperation (2019) emphasised the strategic importance of Triangular Cooperation (TrC) in complementing South-South cooperation and specifically encouraged countries to step up their TrC in science, technology and innovation (STI).

To contribute to studies on International Development Cooperation, this analysis provides a historical overview of the scientific networks established under various forms of Triangular Cooperation, exploring the potential for the exchange of knowledge, good practices and capacities in key areas for human development.

The publication maps and contextualises key policies, relevant actors and institutional frameworks in STI within the EU and in LAC. It then describes and characterises three networks: one in education, one in biotechnology and another in health, drawing on lessons learnt and recommendations for the consolidation of these networks. Furthermore, it explores possibilities for fostering partnerships between the European Union (EU) and Latin America and the Caribbean (LAC) in the field of scientific and technological TrC.
