More than 1,000 initiatives stand out, in the year of the COVID-19 pandemic, dedicated to capacity strengthening in key areas to face the crisis, such as health, emergency management, support for vulnerable populations, ICTs, entrepreneurship, among others.

Multilateralism as an answer to current challenges

This chapter, prepared by Ibero-American countries’ Heads of Cooperation (RC by its Spanish acronym), reflects on the impact the COVID-19 crisis has had on the development of the countries of the region; it assesses the extent to which progress made in recent years related to the implementation of the 2030 Agenda may suffer setbacks; and it stresses the potential role multilateralism and cooperation can have in a solid and long-term recovery. Ibero-America and Bilateral South-South Cooperation

This chapter is dedicated to the analysis of Bilateral South-South Cooperation, modality on which more than 80% of the exchanges registered since 2007 are concentrated. By focusing on 2019, it studies its evolution, countries’ roles, strengthened capacities and its contribution to the 2030 Agenda. Triangular Cooperation in Ibero-America

This section analyzes the 130 Triangular Cooperation initiatives executed in Ibero-America during 2019, which suggest the region’s commitment to an increasingly stronger Triangular Cooperation. Although its promotion has been evident since the first edition, the growing global importance of this modality, recognized as an instrument for the achievement of the 2030 Agenda, has led to its explicit inclusion, for the first time, in the title of this 2020 Report. This chapter focuses on the region as a key stakeholder for development and on how this cooperation can strengthen the collective response to global challenges. For this purpose, it analyzes, on the one hand, intra-Regional SSC, with an emphasis on the initiatives Ibero-America implements as a whole, through the Regional modality; and, on the other hand, it focuses on the exchange of experiences between Ibero-America and other developing regions. Country Factsheets summarize the main data related to South-South Cooperation in which each of the 22 members of the Ibero-American space participated in 2019. They shed light on the modalities under which each country cooperates, the roles under which they participate, partners with which they mainly associate, sectoral strengthened capacities and the SDGs to which their cooperation could contribute.
