The second call for TC projects between Latin America and the PALOP countries has closed

The call for applications, which was open from 6 April to 1 June 2026, will have a budget of one million euros.

On 6th April 2026, the Government of the Republic of Portugal and the Ibero-American General Secretariat (SEGIB, by its acronym in Spanish) launched the second call for proposals for Triangular Cooperation Projects and Initiatives between Ibero-America and Portuguese-speaking African countries (PALOP, by its acronym in Spanish). The deadline for submitting applications was 1st June. Projects and initiatives were required to have at least one Portuguese partner, one Latin American partner and one partner from a Portuguese-speaking African country.

In this edition, the eligible topics for the submission of proposals were: Education; Health; Climate Change; Food Security; Digital Transformation and Economic Development. The themes of Gender Equality and Bilingualism (Spanish and Portuguese) will be considered cross-cutting across all proposals.
Projects and initiatives were to focus on the following activities:

• Generation and dissemination of knowledge: research, reports, forums and conferences through collaborative work amongst the project members, conducting research, developing tools and building knowledge about the relevant sector.

• Promotion of training initiatives involving the transfer of knowledge and experience, such as workshops, mentoring sessions, short courses, webinars and interactive seminars.

The selected projects or initiatives will receive funding of up to 85% of the budget set out in their proposal, provided that this amounts to a minimum of €50,000 and a maximum of €200,000. The fund will be managed during the period 2026–2028, during which the selected initiatives will be carried out.

This new call for proposals follows the renewal, on 5th February, of the Portugal, Latin America and Africa Triangular Cooperation Fund, which was established on 7th July 2023 between the Government of the Republic of Portugal and SEGIB.

Ibero-American Triangular Cooperation is deeply intraregional in nature; however, when initiatives with other regions are analyzed, Africa emerges as the preferred partner. SEGIB, in partnership with the European Union, launched the study Opportunities and Challenges of Triangular Cooperation between the EU and LAC with Other Regions of the Global South, which explores these issues in depth and analyses the political, institutional and operational factors underlying this intraregional concentration. Nevertheless, as demonstrated by the first call for proposals for this Fund in 2023, and as the study concludes, Latin America possesses key capabilities and added value for potential partnerships with the Global South and, specifically, with Portuguese-speaking African countries.
